Man in photo is Fred Cress, a friend of the photographer Roger Clark. Roger writes that he would go to the tower on Sunday afternoons and visit with the Op/Dispatcher Robert Mourning of Winona, MN.
Robert would stay at the Burlington Hotel and commute to Newport from Winona by train.
